From the department of "I knew this would happen, one of these days," I have DVD # 1 of Season 1 of Torchwood in my bag.

Just, stick with it. The first season is a little rocky (although becomes brilliant and tends to make mroe sense when viewed after the second season) TRUST ME. It will hijack you like woah.

Also do you have Doctor Who knowledge? There are things you should see.

We first meet Jack in "The Empty Child/The Doctor Dances" which is a two-part episode in the first season of new Who. It is also some of the finest TV writing ever. From there, you should watch the rest of that season until Jack is no longer traveling with the Doctor. Watch this BEFORE Torchwood.

THere's also a Tenth Doctor episode Jack is not in called "The Christmas Invasion" that you should also watch in order to have context for something that is background noise and an in joke early in TW season 1, and is a plot point at the end of it.

THEN, between Torchwood seasons 1 and 2 you need to watch from the Tenth Doctor episode "Utopia" through the end of that season (I forgoet if it's a 2 or 3 parter) so that you can understand where Jack is coming from when he reappears again at the beginning of TW, S2. The end of this little chunk of Doctor Who episodes also reveals something that may make you want to watch "The End of the World", "New Earth" and "Gridlock" -- while these are not important to understand TW, they are important to the overall view of Jack's arc once you complete watching CoE. "Gridlock" is also about New York City (sort of) and is some of the FINEST TV writing I've ever seen.

After S2, you have to watch the Journey's End arc on Doctor Who (again either 2 or 3 episodes, I always forget) before watching CoE.

THEN you have to watch the 10th Doctor's final episodes because of a small coda Jack has in it.

If you have a netflix account I'm pretty sure that all of the Doctor Who episodes the rm mentions are available online for instant viewing.

I don't actually own the DVDs but I'm pretty sure that Netflix does have all three seasons on instant view as well.

You could always just start and th $10 for the month, watch everything you want to watch, and then cancel the account afterwards ;)
