request for advice

Question all: I'm trying to figure out how to reach someone who's in the Army, who I last heard from in August 2001. Can anyone on my flist provide specific advice on how to reach someone about whom I know 1) their full name; 2) their rank as of August 2001; 3) not much else? (Note that "write the Army" is not specific.)
